H3SE Lead - Construction Services

Location: Onsite, Oman

Role Purpose:

Lead and coordinate all EPC Contractors' HSE activities during Construction through Start-Up phases. Ensure site personnel safety, construction integrity, environmental protection, and adherence to Company and Project HSE objectives. Develop and promote a strong safety culture, supervise HSE Superintendents, and act as the Company's HSE representative on site.

Key Responsibilities:

  • Demonstrate and promote exemplary behaviour aligned with Company Ethics, Code of Conduct, and H3SE policies.
  • Ensure EPC Contractors' compliance with HSE contractual commitments, plans, and procedures.
  • Supervise HSE Superintendents and coordinate HSE activities across all Packages.
  • Participate in HSE site audits, inspections, risk assessments, and incident investigations.
  • Consolidate and review HSE reporting, KPIs, and progress incentive schemes.
  • Provide guidance to Package Construction Managers on HSE issues and compliance.
  • Ensure personnel have required HSE competencies, training, and inductions.
  • Participate in HSE committees, workshops, and meetings with contractors.
  • Maintain confidentiality and integrity of all HSE documentation.

  • HSE techniques and experience - Excellent
  • HSE Auditing techniques - Good
  • Knowledge of Company HSE referential - Good
  • Risk identification and assessment - Good
  • Construction & Installation techniques - Excellent
  • Engineering knowledge - Medium
  • Welding, Painting/Coating, NDT techniques - Good

  • Software skills (Word, Excel, Email) - Good

Qualifications & Experience:

  • Degree in Engineering or equivalent
  • 15+ years' professional experience, with at least 5-10 years in a similar HSE leadership role
  • Fluent in English
  • Experience in large-scale construction or industrial projects with multicultural teams
