Job Title: Finance Manager
Location: Luanda, Angola

About the Role:
An international energy and marine services company is seeking an experienced Finance Manager to lead and manage all financial operations in Angola. This role will oversee general accounting, cost control, budgeting, statutory compliance, treasury, and reporting functions. You’ll ensure accurate financial management in accordance with local and corporate policies while acting as a strategic business partner to operational teams.

Key Responsibilities:

1. General Accounting & Compliance

  • Oversee all general ledger activities, including review of receipts, payments, and journals

  • Ensure timely month-end and year-end close processes, with full financial statements

  • Manage statutory accounting and ensure alignment with Angola GAAP and corporate policies

  • Approve journal entries and monitor invoice tracking and payment processes

  • Validate and ensure timely tax filings and statutory obligations (withholding tax, VAT, etc.)

  • Supervise fixed asset registers and depreciation schedules in line with company policy

  • Maintain accurate documentation to support audits and compliance reviews

2. Budgeting, Forecasting & Reporting

  • Lead the annual budgeting process in collaboration with the Country Manager and HQ

  • Monitor operational expenditures and identify cost overruns or saving opportunities

  • Support decision-making through cost analysis, KPI metrics, and financial dashboards

  • Prepare monthly variance analysis and support continuous process improvement

3. Treasury & Cash Flow Management

  • Monitor daily cash flow and forecast monthly debt coverage ratios

  • Liaise with banks on Letters of Credit, guarantees, and other instruments

  • Report liquidity status and funding needs to HQ Finance team

  • Ensure accurate CAPEX tracking, including docking/survey costs

4. Statutory Accounts & Audit

  • Coordinate external audits and ensure timely closure of all audit actions

  • Prepare financial information required for statutory filings and surveys

  • Support legal and regulatory filings, including updates to bank mandates

5. Team Management & Process Improvement

  • Supervise and train local accounting staff, ensuring high performance and compliance

  • Lead vendor spending reviews and collaborate with HQ to optimise costs

  • Analyse crew cost data in partnership with Fleet HR to inform chartering decisions

  • Recommend improvements to financial systems, controls, and QMS

6. Ad Hoc & Business Support

  • Assist with business planning and operational finance for special projects

  • Support the Country Manager and HQ Finance team with local insights and reporting

  • Ensure compliance with company policies and evolving Angolan regulations

Requirements:

  • Minimum 10 years' experience in a similar finance/accounting role

  • Bachelor’s degree in Accounting, Finance, or related discipline

  • Strong working knowledge of IFRS and local Angolan tax/regulatory environment

  • Proficiency with ERP systems (SAP preferred)

  • Excellent analytical, organisational, and communication skills

  • Ability to work independently in a multicultural, fast-paced environment

  • Fluent in English; Portuguese language skills are a plus

Desirable:

  • Experience in oil & gas, maritime, or offshore services sectors

  • Prior regional experience in Sub-Saharan Africa

  • Understanding of crew and chartering cost structures
