Job Overview:

The Estimator will be responsible for developing, issuing, and maintaining project cost estimates in line with the Basis of Estimate. This role involves close coordination with various teams, ensuring accurate project budgeting, change orders, and continuous update of estimating databases. The Estimator will ensure that all cost estimates are controlled, aligned with project scope, and compliant with established processes and guidelines.

 

Key Responsibilities:

  1. Project Cost Estimation & Approval:
    • Develop and issue the Basis of Estimate for project cost estimates for approval.
    • Develop, issue, and maintain detailed project cost estimates in accordance with the Basis of Estimate, including scope, assumptions, man-hour estimates, narratives, and client document reviews.
    • Facilitate and participate in internal reviews of project cost estimates, coordinating comments, updates, and obtaining estimate approval as required.
    • Review and deliver estimates to management and the client for approval.
    • Issue updates to project cost estimates in a controlled manner to reflect changes and ongoing project needs.
  2. Collaboration & Coordination:
    • Liaise with other Project Controls disciplines to ensure project budgets and schedules are developed to reflect the structure and content of the approved project cost estimate.
    • Work closely with engineering, procurement, subcontract, and construction functions to ensure accurate representation of costs related to labour, plant and equipment, materials, subcontracts, offices, IT, and other provisions.
    • Ensure the formal filing of project and proposal estimates and the collection of historical data for continuous updates to estimating databases.
  3. Change Management:
    • Review and issue change orders in accordance with appropriate change notifications.
    • Review and communicate the cost and schedule impact of change notifications.
  4. Process Improvement & Compliance:
    • Participate and lead Project Controls Compliance and Continuous Improvement Reviews.
    • Ensure alignment with processes, procedures, and guidelines.
    • Promote the use of standard estimating systems, procedures, and work methods.
  5. Mentoring & Development:
    • Play an active role in mentoring and career development of Estimating personnel.
    • Coordinate the estimate planning and development process with the project team.
  6. Estimate Review & Presentation:
    • Responsible for the overall development of the total project estimate.
    • Prepare and present the Project Estimate Basis.
    • Conduct department, discipline, and project estimate reviews.
    • Present the estimate to management and the client.

       

Qualifications & Experience:

  • Minimum Experience: 10 years of progressive industry experience, with at least 6 years in estimating positions.
  • Education: Typically requires an ISCED level 6 (Bachelor's degree) in a relevant technical or business discipline or equivalent industry experience.
  • Experience in Saudi Aramco Projects: Must have worked on Saudi Aramco projects within design contracting.
  • Software Skills: Familiarity with Aspen Capital Cost Program or K-Base, and experience working with 56-D forms (estimate summary sheet) and Estimate Plane.
  • Engineering Experience: Prior engineering experience in electrical or mechanical engineering is advantageous.

Knowledge & Skills:

  • Estimating Techniques & Systems: In-depth knowledge of estimating techniques and systems, with a detailed understanding of their application.
  • Project Management: Excellent understanding of project management principles and techniques.
  • Cost Management & Change Control: Strong understanding of Cost Management, Change Control, Planning & Risk Analysis, and Management.
  • Leadership: Proven ability to lead the estimation process, mentor junior staff, and communicate effectively with internal and external stakeholders.

     

Other Requirements:

  • Communication Skills: Strong written and verbal communication skills, with the ability to present complex estimates to both technical and non-technical stakeholders.
  • Attention to Detail: Ability to work meticulously and ensure accuracy in all aspects of cost estimation and reporting.
