Job Description
An exciting opportunity is available for a Deputy EHS Manager to join a leading green energy construction project in Rotterdam. This site-based role will support the Project EHS Manager and be instrumental in leading health, safety, and environmental (HSE) performance during the construction phase of a major renewable energy facility.

The position is ideal for a hands-on, proactive safety leader with strong construction site experience, confident communication skills, and a deep understanding of emergency preparedness, incident response, and contractor safety management.

Responsibilities Include:

  • Support implementation of the EHS Management System across the construction site

  • Act as deputy to the Project EHS Manager during all project phases

  • Champion site safety culture through coaching, training, and behavioural safety promotion

  • Lead on Emergency Response, Security, and Traffic Management programmes

  • Work closely with internal teams and contractors to embed HSE best practice

  • Support project site personnel with incident investigations, risk assessments, and site audits

  • Conduct and manage site inspections, reporting, and performance reviews

  • Liaise with emergency services and local authorities as needed

  • Lead safety meetings, workshops, drills, and briefings

  • Monitor compliance with international safety standards and local legislation

  • Ensure all contractors complete mandatory training and are supported with ongoing site-specific instruction

  • Maintain detailed and accurate records for audits, training, incidents, and site activities

  • Collaborate with construction, commissioning, and operations teams during project transition phases

Essential Skills and Experience:

  • Minimum 10 years' HSE experience in industrial construction environments

  • At least 5 years in petrochemical, oil & gas, or similar sectors

  • Strong working knowledge of Dutch HSE legislation and international standards (OSHA, NFPA, ISO 14001, ISO 45001, etc.)

  • Demonstrable leadership in emergency response and site security management

  • Excellent organisational, coordination, and risk management skills

  • Fluent in both Dutch and English (spoken and written)

  • Proficient in Microsoft Office, particularly Excel and PowerPoint

Preferred Qualifications and Experience:

  • Bachelor’s degree in HSE, Engineering, or a related field

  • NEBOSH certification or equivalent

  • Strong understanding of HSE aspects in air separation or industrial gas construction is a plus

  • Familiar with construction projects in the Rotterdam region

  • Experience delivering toolbox talks, safety inductions, and EHS training sessions
