Position: Cost Estimation Engineer

Location: Mesaieed, Qatar

Schedule: 8 hours/day (06:30 - 14:30, Monday-Friday)

Contract: Long-term (through 2030)

Start Date: ASAP

Overview:

We are seeking an experienced Cost Estimation Engineer to support large-scale major projects within the energy and infrastructure sector. This role is critical to delivering accurate cost forecasts, supporting financial control, and ensuring projects are delivered on time and within budget.

Key Responsibilities:

Cost Estimation

  • Prepare, review, and coordinate project cost estimates across all phases.
  • Benchmark estimates against historical data and market trends in collaboration with engineering, procurement, construction, and commissioning teams.
  • Validate and analyse variation order requests from contractors, ensuring compliance with scope, contract terms, and cost control standards.
  • Prepare detailed cost estimates for scope changes and variation orders, accurately quantifying savings or impacts.

Cost Database & Tools

  • Develop and maintain a structured cost database including historical project data, unit rates, and supplier pricing.
  • Create and continuously improve standardised templates and tools to ensure accuracy and consistency in estimates.
  • Train team members in effective use of cost estimation systems.

Change Management & Claims Support

  • Assess cost impacts of scope changes, NCRs, and contractor variations.
  • Support project management in claims analysis and dispute resolution.
  • Maintain a complete and traceable change log of all cost-related items.

Reporting & Continuous Improvement

  • Assist with monthly reporting and maintain detailed cost records.
  • Provide timely, data-driven analysis to support project decision-making.
  • Document and share lessons learned, contributing to process improvements across future projects.

Qualifications & Experience:

  • Bachelor's degree in Engineering, Quantity Surveying, Finance, or a related discipline.
  • Minimum 7 years' experience, with at least 3-5 years in major projects (oil & gas, energy, or infrastructure).
  • Strong background in cost estimation, cost analysis, and project control.
  • Proficiency in industry software tools, MS Office, and cost database systems.
  • Excellent analytical, organisational, and communication skills.
  • Professional certification in cost engineering (e.g. AACE, ICEC, RICS) is an advantage.
