Overview
An experienced Cost Control Lead is required to support a major onshore energy development project. The role provides senior-level cost management expertise across estimating, forecasting, reporting, cost stewardship, and financial risk assessment. You will play a key role in shaping cost control processes, advising project teams, and ensuring cost governance throughout all project phases.
This position suits a cost management professional with strong oil and gas project experience and the ability to operate as a subject matter expert within large, integrated project organisations.
Key Responsibilities

Provide expert advice on cost estimating, forecasting, reporting, allocation, benchmarking, and cost control processes.

Develop, maintain, and improve cost management procedures to meet project and business requirements.

Review and assess cost estimates, assumptions, and cost data submitted by project teams to confirm accuracy and reasonableness.

Identify opportunities to standardise cost and expenditure processes and recommend improvements across project teams.

Review cost-related gate deliverables, including estimate basis and confidence documentation, ensuring alignment with required estimate classifications.

Review contractor-produced cost estimates and cost conditioning in line with recognised industry practices.

Prepare funding submissions such as advance commitments, full funding, and supplementary funding packages as required.

Develop and maintain cost databases and benchmarking information to support estimating activities.

Participate in project governance activities, including gate reviews, independent project reviews, constructability reviews, and internal audits as the cost subject matter expert.

Provide ongoing functional support to project management teams, identifying emerging cost risks, gaps, or deviations and supporting timely mitigation actions.

Support project management of change processes, including assessment of change orders, preparation of cost estimates for defined scope changes, and ad-hoc cost evaluations.

Ensure all cost control activities comply with safety, quality, governance, and internal control requirements.
Requirements
Qualifications

Bachelor’s degree in a relevant discipline such as Business, Accounting, Commercial, Engineering, Project Management, Supply Chain, Finance, Mathematics, Statistics, or a related field.
Experience
-
Minimum of 8 years’ experience in a business or project controls discipline.

At least 4 years’ experience within the oil and gas or energy sector.

Minimum of 1 year in a supervisory, acting, or oversight role involving contractors, vendors, or service providers.

Experience supporting large-scale integrated operating and project delivery organisations.
Skills and Knowledge

Strong knowledge of cost control, estimating, forecasting, reporting, change management, risk management, and project governance.

Experience working with EPC contractors, vendors, and service companies.

Familiarity with international standards, best practices, and methodologies related to project cost management.

Subject matter expert-level competence in cost management or a related business discipline.

Strong risk-based decision-making capability.

Proficiency in relevant software tools such as enterprise systems, dashboards, data analytics platforms, and cost control systems.

Strong analytical, communication, and stakeholder engagement skills.
