Corporate HSE Advisor

Location: Yokohama, Japan

Overview:

The Corporate HSE Advisor works closely with corporate HSE control teams, QHSE office, and project management teams across locations to ensure consistent implementation and delivery of health, safety, security, and environmental (HSSE) strategies, policies, and standards. This role represents the organisation in meetings with clients, partners, external stakeholders, and subcontractor management.

Qualifications:

  • Internationally recognised Diploma (Level 6 or higher) in Health, Safety and Environment, such as:
    • NEBOSH Diploma or International Diploma
    • British Safety Council Diploma in Occupational Safety and Health
    • Postgraduate Certificate/Diploma or MSc in an HSE-related discipline
  • Lead Auditor qualification in OHS or EMS systems, for example:
    • ISO 45001 OHSMS
    • OHSAS 18001 OHSMS
    • ISO 14001 EMS
    • Certification in Root Cause Analysis or Incident Investigation (TapRooT® preferred)

Experience:

  • 10 to 15 years in HSE roles, with strong experience in managing HSE systems, procedures, programmes, and personnel.

Purpose of Role:

Support the organisation and all business units, including overseas projects, in meeting HSSE management system requirements and corporate standards. Advise on improvement opportunities and develop action plans with the HSE Control Team. Support continuous improvement aligned with applicable standards, identifying risks and opportunities, and recommending risk treatment.

Key Responsibilities:

  • Provide expert HSE advice to corporate stakeholders including QHSE and Construction Departments.
  • Assess HSSE system performance and develop improvement strategies upon request.
  • Support project teams during tender phases with HSSE input, risk assessments, and compliance guidance.
  • Assist with HSSE pre-qualification and pre-bid activities ensuring alignment with client and regulatory standards.
  • Mentor and support HSSE trainees in developing key skills and knowledge.
  • Collaborate with the HSE Control Team to address complex HSSE challenges.
  • Deliver administrative and technical HSSE support to corporate and construction functions.
  • Review incident reports, root cause analyses, and corrective actions; provide expert advice and participate in investigations as needed.
  • Maintain and improve HSSE management systems in line with best practices and regulatory requirements.
  • Develop and implement corporate HSSE audit programmes; plan and conduct audits according to schedule.
  • Identify emerging HSSE risks and develop mitigation strategies across corporate and project levels.
  • Analyse audit findings and incident trends; recommend corrective and preventive actions. Prepare reports for HSSE committee meetings.
  • Support workplace health initiatives including occupational hygiene, ergonomics, mental health, and well-being programmes.
  • Promote HSSE culture through leadership engagement, behavioural safety, and workforce involvement.
  • Coordinate with clients, corporate teams, partners, and subcontractors to ensure HSSE compliance during project activities.
  • Participate in HSSE meetings and workshops representing organisational interests and communicating expectations.
  • Keep abreast of regulatory updates, industry best practices, and emerging HSSE technologies; integrate relevant advancements into HSSE systems.
