Contracts Engineering Services - Muscat, Oman

We are currently seeking an experienced Contracts Engineer to support a major LNG bunkering project during its execution phase. This is a resident, full-time role based in Muscat, Oman, on an initial 12-month renewable contract. The role is open to both male and female applicants, with preference for Omani nationals.

Location: Muscat, Oman

Start Date: Beginning of July 2025

Duration: 12 months (renewable)

Status: Resident (Monday to Friday, 5 days/week)

Mission Overview:

The Contracts Engineer will support all contracts, procurement, and expediting activities related to the project. The role includes evaluation and negotiation of contractor claims and advising the project team and leadership on contract-related matters. This function is critical to ensuring the project is delivered on schedule, within budget, and in line with HSE and compliance standards.

Key Responsibilities:

  • Manage all prequalification, tendering, evaluation, and contract award activities
  • Represent the project team in internal and external contract-related meetings
  • Advise project teams on procurement and contract strategies
  • Identify and manage contract variations and change controls
  • Prepare documentation for internal approval committees
  • Participate in contract audits and ensure document accuracy
  • Handle commercial and contractual correspondence with contractors
  • Monitor progress against contract milestones and manage payment schedules
  • Prepare credit/liability statements in accordance with contract terms
  • Provide legal and commercial advice on disputes, claims, and insurance matters
  • Contribute to weekly and monthly reporting on contract status
  • Ensure In-Country Value (ICV) objectives are considered and implemented
  • Support negotiation of contract variations with suppliers
  • Manage pre-tendering, ITTs, evaluations, and qualification processes
  • Ensure compliance with approved procurement procedures
  • Conduct market trend analysis and pricing benchmarks

Project Context:

The project aims to establish a regional LNG bunkering hub in Oman, sourcing feed gas from equity entitlement. The objective is to supply LNG as marine fuel, supporting decarbonisation in the maritime industry.

Qualifications and Experience:

  • Engineering degree or equivalent technical qualification
  • Minimum 10 years of experience in contracts management within large industrial/EPC projects
  • Experience in the Middle East preferred
  • Familiarity with both construction and O&M contracting
  • Fluent in English, both written and spoken
  • Strong knowledge of legal, commercial, and taxation aspects of contract administration
  • Willingness to travel internationally to vendor and contractor locations as needed
