Location: Rotterdam, Netherlands
Contract Type: Residential, Annually Renewable
Work Pattern: Monday to Friday, 10 hours per day

Overview:
A leading energy infrastructure project in the Netherlands is seeking an experienced and highly skilled Multi-Disciplined Construction Quantity Surveyor to join its site-based construction team. This role will support key scopes of work across Civil, Mechanical, Electrical, and Instrumentation (CMEI) disciplines and ensure rigorous control of quantities, cost forecasts, and contractual compliance throughout the project lifecycle.

Key Responsibilities:

  • Act as a CMEI Quantity Surveyor overseeing both pre- and post-award quantity estimation, re-measurement, progress evaluation, and claim assessments.

  • Collaborate with engineering disciplines to obtain inputs for evaluating and updating construction quantities.

  • Develop quantity tracking systems and measurement packages; validate and agree quantities with subcontractors for interim payments and final settlements.

  • Support subcontracting team with BOQ breakdowns, tender documents, and contract preparation.

  • Participate in risk analysis workshops to assess cost and schedule impacts, ensuring appropriate risk allowances are captured in forecasts.

  • Attend site meetings to monitor contractor performance, earned value, compensation events, and early warnings.

  • Maintain detailed quantity tracking sheets based on engineering and contractor input.

  • Provide expert input on contractual claims, change management, and dispute resolution.

  • Support construction scheduling with accurate quantity data.

  • Assist cost engineers and project controls in developing cost reports and forecasts.

  • Monitor fabrication and installation activities in the workshop, and track NCRs and RFIs.

  • Contribute to monthly reporting through coordination with the site manager.

Qualifications & Experience:

  • Degree in Engineering or Quantity Surveying from a recognised institution.

  • Over 15 years of experience in quantity surveying on construction sites, ideally within oil & gas and petrochemical sectors.

  • Strong knowledge across multiple disciplines: civil, mechanical, piping, electrical, and instrumentation.

  • Proficiency in cost forecasting, earned value principles, and risk management.

  • Familiarity with FIDIC-based contracts and construction contract administration.

  • Demonstrated ability to evaluate compensation events, site instructions, and day rates.

  • Experience with site-based construction and fabrication supervision.

  • Excellent verbal and written communication skills for reporting and stakeholder coordination.

  • Strong computer literacy, particularly in MS Office.

  • Certification from RICS or an equivalent body is preferred but not essential.

  • Willingness to travel internationally and adapt to diverse project cultures.
