Overview

A leading infrastructure investment group is seeking a senior-level Concession O&M Director to oversee long-term operations and maintenance strategies across major concession-based energy and utilities projects in Kazakhstan. The successful candidate will ensure the efficient, compliant, and sustainable operation of critical infrastructure assets, aligning operations with financial, regulatory, and concession performance obligations.

Key Responsibilities

  • Lead the development and execution of long-term O&M strategies in line with concession agreements and investment goals
  • Oversee daily operations and asset maintenance for power, oil & gas, and energy utilities projects
  • Manage O&M contracts, vendor relationships, and service level agreements to mitigate operational risk
  • Implement predictive maintenance tools, digitalisation, and asset lifecycle planning models
  • Ensure compliance with environmental, safety, and regulatory standards set by authorities
  • Develop performance metrics and KPIs to optimise reliability and minimise downtime
  • Lead budgeting and cost control for O&M operations, maximising return on infrastructure assets
  • Collaborate with government bodies, investors, and internal stakeholders to align strategy and execution
  • Build, mentor, and lead cross-functional technical teams to deliver operational excellence

     

Requirements

  • Bachelor's degree in Engineering, Energy Management, or related field (Master's preferred)
  • Minimum 20 years of experience, including 15+ in a senior leadership role in O&M or asset management
  • Proven expertise in concession-based project delivery across energy, utilities, and infrastructure sectors
  • Strong regulatory knowledge and operational risk management capabilities
  • Excellent leadership, decision-making, and stakeholder engagement skills
  • ERP knowledge required - SAP experience preferred
  • Experience in GCC markets is a plus
