Job Title: Concession HSE Manager
Location: Atyrau, Kazakhstan (Project-Based)
Job Purpose
The Concession HSE Manager is responsible for overseeing and ensuring full compliance with Health, Safety, and Environmental (HSE) standards across all concession-based projects within the energy, oil & gas, and utility sectors. This role is integral to developing and implementing HSE strategies aligned with concession agreements and regulatory requirements. The manager acts as a key advisor to stakeholders and project leaders, ensuring sustainable, risk-mitigated operations throughout the concession lifecycle.
Key Responsibilities
Strategic HSE Management
- Design, implement, and maintain a concession-specific HSE management system in accordance with international standards and local regulatory requirements.
- Align all HSE activities with concession contract obligations and corporate sustainability goals.
- Support engineering and O&M teams by integrating HSE protocols into concession project planning and lifecycle management.
Risk & Compliance Oversight
- Conduct detailed risk assessments, job hazard analyses, and environmental impact reviews.
- Monitor all contractors and subcontractors for HSE compliance and intervene in case of deviations.
- Ensure readiness for audits and regulatory inspections; lead internal and external HSE audits.
Training & Culture Building
- Develop and deliver targeted HSE training programs for all levels of staff and contractors.
- Promote a safety-first culture through active engagement, recognition programs, and communication campaigns.
- Lead incident investigations and root cause analyses; recommend and implement corrective actions.
Reporting & Coordination
- Establish and track HSE performance metrics and KPIs aligned with project and concession goals.
- Report HSE statistics, trends, and improvement plans to senior leadership and relevant authorities.
- Liaise with local regulatory bodies to ensure timely renewal of permits, licenses, and compliance documentation.
Emergency Preparedness
- Implement and regularly test emergency response plans tailored to concession infrastructure risks, including power plants and oil & gas facilities.
Qualifications & Experience
- Education:
Bachelor's degree in Occupational Health & Safety, Environmental Engineering, or a related technical field.
- Experience:
- Minimum 5 years of total working experience.
- At least 3 years in a relevant HSE management role in energy or infrastructure projects.
- GCC region experience (2 years minimum) is an advantage.

Technical Skills
- HSE risk management, regulatory compliance, and EHS audits

- HAZOP/HAZID knowledge and incident investigation
- Familiarity with ISO 45001, ISO 14001, and local EHS standards
- ERP systems proficiency, with preference for SAP
