Job Title
Commissioning Building Lead

Position in the Organization
- N+2 Position: Commissioning Manager
- N+1 Position: CSL Utilities
- Direct Subordinates: 2 to 4
- Location:
o Milan during Engineering phase
o Afungi site during Execution phase

Job Dimensions
Commissioning Responsibility
Overseeing the commissioning of all stick-built buildings, including:
- LV distribution
- HVAC
- Plumbing
- Telecom
This responsibility covers both preparation and execution phases for the LNG project, ensuring buildings are handed over to Operations in a safe and good condition.

Coordination
Working closely with:
- Engineering
- Contracting
- Procurement
- Construction
- Operations
To ensure progress and achievement of final RFSU (Ready for Start-Up) safely and on schedule.

Engineering Phase
Actively participating in the development of commissioning engineering deliverables and coordinating with all involved parties to prepare for pre-commissioning and commissioning activities.

Site Supervision
Supervising commissioning activities on site and managing interfaces between contractors.

Safety and Schedule Coordination
Ensuring engineering and execution are carried out safely and on schedule by coordinating with:
- Contractors
- Subcontractors
- Vendors
- Company project departments

Asset Characteristics
Stick-built buildings for the LNG project.

Supervision
No company personnel under direct supervision.

Activities
Contract Accomplishment
Ensuring the contractor fulfills all contractual requirements related to commissioning and that buildings are smoothly handed over to Operations.

Preparation and Scheduling
Supervising preparation and scheduling of pre-commissioning and commissioning activities to achieve safe and on-schedule Mechanical Completion (MC) for First Gas.

Project Specification Compliance
Ensuring all buildings are constructed in accordance with project specifications.

Coordination with Operations
Coordinating and organizing the witnessing of activities with Operations personnel.

Team Affiliation
Permanent member of the LNG Project Commissioning team.

- Providing feedback during the engineering phase
- Supervising contractor commissioning activities
- Coordinating interfaces
- Ensuring buildings are handed over to Operations in good condition

Qualifications and Experience Required

Qualifications
- Bachelor's degree or higher in Civil Construction, or
- Electrical Engineering (or equivalent) with internationally recognized solid experience

Experience
- Minimum 15 years of broad experience in onshore projects
- Minimum 10 years in a supervisory role, supervising five or more individuals
- Minimum 10 years of documented experience in commissioning of buildings or related systems
- At least 5 years of this commissioning experience in senior roles

Expected Skills (Condensed)
- Core commissioning & handover: Expert knowledge of MC/RFSU processes, completion tracking, punch-list control, commissioning dossiers, loop checks, and functional testing of building services.
- Building services systems: Expert in LV electrical distribution, HVAC commissioning (AHUs, chillers, TAB), plumbing and fire water systems, and telecom/ELV systems including PA/GA, CCTV, access control, and structured cabling.
- Standards & codes: Expert familiarity with NFPA, ASHRAE, IEC, and specifications applicable to building services on major onshore LNG projects.
- Electrical competencies: Expert in LV protection coordination, cable testing (IR/megger, hi-pot), earthing and bonding verification, power quality analysis, and compliance with IEC 60364 and BS 7671.
- Software tools: Expert user of completion tracking systems, scheduling software (Primavera P6 or equivalent), and Completions Management Systems.
- Safety & permits: Expert understanding of PTW systems, LOTO and isolation philosophy, SIMOPS coordination, ATEX awareness, and HSSE control during energisation and commissioning phases.
- Planning & interface management: Expert in commissioning sequencing, construction interface and MC walkdowns, systems handover packages, and interpretation/mark-up of P&IDs, SLDs, and architectural/MEP drawings.
