MISSION / SERVICE DIMENSIONS
Job Dimensions
- Strategic LNG project with an order of magnitude cost of $18 billion.
- Onshore facilities include LNG trains, LNG and condensate storage, marine facilities, utilities, and early site infrastructure, including resettlement village, security works, airport, permanent camps, and roads.
- Onshore EPC contract value is approximately $9 billion, including construction at circa $4 billion.
- Site personnel on board expected to peak at 15,000.
Key Responsibilities
Interface Management
- Serve as the primary focal point for all technical interfaces between civil/structural teams and other disciplines (electrical, instrumentation, mechanical, piping, HSE, QA/QC, logistics, etc.).
- Coordinate and facilitate communication between internal teams, contractors, and external stakeholders to ensure alignment of objectives and smooth project execution.
- Lead and organize interface meetings, ensuring timely identification and resolution of issues.
- Manage interface-related documentation ensuring traceability of decisions and actions.
- Anticipate and mitigate potential conflicts or overlaps between disciplines, promoting collaboration and solutions.
- Supervise contractual interfaces, including modifications, deviations, non-conformities, and concession requests in close collaboration with project and contractor teams.
Technical and Operational Leadership
- Lead and coordinate all civil and structural activities on site, ensuring technical compliance, safety, quality, and scheduling.
- Provide advanced technical support to supervision and construction teams, as well as addressing claims, disputes, and correspondence from the EPC contractor.
- Evaluate EPC contractor work progress.
- Promote and enforce a strong HSE culture across all site activities.
Team Leadership and Development
- Manage and develop civil/structural engineering and supervision teams.
- Foster teamwork and cross-discipline collaboration.
Context and Environment
- Multinational joint venture with significant social performance responsibilities, project-financed by high-profile lenders.
- Remote Afungi Site in Northern Mozambique, featuring unreliable infrastructure and communications.
- The site is subject to mitigation measures for malaria and general security risks.
- This is a rotational position (4 weeks on / 4 weeks off).
Accountabilities
- Ensure the technical integrity and compliance of all civil/structural works up to commissioning.
- Supervise all civil/structural teams on site.
- Assume responsibility for proactive interface management between disciplines and contractors.
- Regularly report to project management and stakeholders.
Qualifications / Experience Required
- Degree in Civil/Structural Engineering or equivalent.
- 12-15 years of experience managing large-scale industrial projects, preferably in oil & gas or LNG.
- Proven experience in multidisciplinary team management and supervision on complex construction sites.
- Fluent in English (written and spoken); Portuguese or French is an advantage.
- Strong leadership skills, sound decision-making, and analytical capabilities in a multicultural, high-pressure environment.
- Excellent HSE culture and risk management awareness.
- Demonstrated expertise in interface management and interdisciplinary coordination.
Required Skills & Competency
Civil / Structural Engineering Expertise
- Degree-level knowledge in civil/structural engineering and full lifecycle structural-integrity assurance from design through commissioning.
- Strong skillset in technical compliance oversight on major industrial construction projects.
Project Interfaces, Traceability & Contract Governance
- Ability to maintain traceability of interface decisions across stakeholders.
- Skilled in managing and documenting contractual deviations and providing clear reporting to project management teams and lenders.
Mega-Project Civil / Structural Leadership
- Proven experience leading civil and structural works on large or mega-project sites.
- Competent in evaluating EPC contractor progress and managing claims, disputes, and formal correspondence.
Industrial Construction Experience (12-15 Years)
- Extensive experience (12-15 years) on major industrial projects, ideally in Oil & Gas or LNG.
- Technical background in foundations, structural steel, concrete works, piling operations, and civil infrastructure (roads, camps, marine facilities).
Multidisciplinary Coordination & Compliance
- Experienced in coordinating civil/structural scope with electrical, instrumentation, mechanical, piping, HSE, QA/QC, and logistics teams.
- Capability in managing modifications, deviations, non-conformities, and concession requests throughout the project lifecycle.
