Job Title: Business Development Leader

Location: Qatar

Job Purpose

The Business Development Leader is responsible for identifying, evaluating, and driving new business opportunities in assigned regions. The role involves conducting market research, screening ventures, engaging stakeholders, developing business plans, performing feasibility analyses, tracking performance, and adapting strategies in response to regional economic and market conditions.

Key Responsibilities

Business Development

  • Conduct quantitative and qualitative research to understand market conditions, economic climates, and business opportunities in assigned countries.
  • Identify and evaluate new business ventures and partnerships aligned with organisational objectives.
  • Build and maintain relationships with local stakeholders, including government authorities, business entities, and influencers.
  • Develop detailed business and financial plans for new projects and present findings to internal and external stakeholders.
  • Perform technical feasibility and risk analysis for potential projects, identifying challenges and operational considerations.
  • Track and analyse the effectiveness of business development activities against regional performance metrics.
  • Adjust strategies based on real-time regional market feedback and evolving economic conditions.
  • Collaborate with M&A and Finance teams to validate financial and strategic viability of initiatives.
  • Partner with local market research firms and consultants to obtain insights and improve decision-making.

Budgeting and Financial Performance

  • Monitor financial performance relative to budgets and ensure activities comply with approved guidelines.
  • Report any variances promptly to management.

Policies, Systems, Processes & Procedures

  • Provide input and implement policies, systems, and procedures for the assigned team to ensure compliance and quality service delivery.

Continuous Improvement

  • Contribute to identifying opportunities for process improvement, cost optimisation, and alignment with global best practices.

Reporting

  • Prepare timely and accurate sectional reports that meet organisational standards and support informed decision-making.

Qualifications and Experience

  • Bachelor's degree in Business Administration, Economics, or a related discipline.
  • Minimum 8 years of relevant experience, including at least 3 years in roles with progressively increasing managerial responsibilities.
  • Proven experience in business development, market analysis, or strategic planning.
  • Understanding of the power, energy, or water sectors and emerging market trends.
  • Fluency in English; Arabic is an advantage.
  • Strong analytical, problem-solving, and operational skills.
  • Excellent interpersonal, communication, and presentation abilities.
  • Experience working with senior executives, stakeholders, and multicultural teams.
  • Familiarity with Qatar and GCC business and cultural environment.

Working Relationships

  • Internal: Chief Business Development Officer, Business Development Manager, Regional Managers, Function Heads.
  • External: Vendors, suppliers, service providers, regulatory bodies, and government authorities.

Decision-Making Authority

  • Operates under guidance from the Regional Manager. Key decisions affecting business development initiatives are escalated for approval.
  • Provides actionable insights and contributes to the execution of divisional strategies.

  • Based in Qatar.
