JOB TITLE: Senior Contracts Engineer

LOCATION: Paris, France

ASSIGNMENT TYPE: Residential Contract Role

START DATE: ASAP

CONTRACT LENGTH: 1 Year - Annually Renewable long term assignment WORKING SCHEDULE: Monday to Friday/ 5 days a week/ 8 Hours a day

PROJECT CONTEXT

The service holder shall: - provide continuous support to the project team and thereby increasing the efficiency of C&P - participate in the development of the C&P activities of the projects - Ensure complete administration of the C&P activities The service provider holder will ensure contract engineer tasks of Contracts & Procurement (C&P) activities related to the German Offshore Wind N-12.1, N-11.2 and O-2.2 projects:

Contracts activities

- Support Contracts activities for all packages and scope under each respective project

- Implementation of Contract Strategy in coordination with Project Management, TGP and OneTech

- Ensuring compliance with procedures associated to procurement and contract activities.

- Ensure contract documents are developed to account for separate project phases and related reporting and financial governance

- Work with project team to develop and challenge technical and commercial scope specifications to clarify and to determine where more value can be created

- Coordinate the contracts and procurement activities with all packages through efficient coordination with the Project C&P Lead o Receive requests or scope from requesting entities o Prepare Strategy documents for approval as per governance requirements

o Preparation of CFT documents.

o Organize call for tender or request for quotation (including creating and executing a robust prequalification process and evaluation methodology of bidders prior to tender launch.)

o Evaluate offers, along with requesting entities (including a tender evaluation and coordinating its execution amongst the various concerned departments.

o Preparing bid evaluation reports as well as internal recommendations to award as per governance requirements.

- Validate or ensure validation of all contracts content & process (including partners approval)

- Support to the project team in obtaining internal and partnership approvals.

- Identify and allow for future contractual interfaces based on possible contractual strategies and potential additional lease areas.

- Confidentiality Agreements with various Parties (Contractors and Service Companies)

- Perform and/or verify Due Diligence activities on suppliers (Market intelligence, compliance review, commercial benchmark, supplier risk review)

- Liaison with Project C&P Lead and HQ procurement branch (TGP/OFW) as required

- Other Project support contracts as needed

ACTIVITIES

In addition:

- Contribute to the refinement of the project's contracting strategy, including evaluation of EPCI vs. multi [1] contracting considerations

- Travel as needed between company and project offices, and to meet with suppliers

- Supporting the Capex and Opex estimation for the project

- Assisting in reporting to and advising senior management on contract issues arising and claim management

- The Position Holder will be responsible to provide C&P feedback to relative departments in the interest of continuous improvements.

- Monitor KPIs to ensure improvement of efficiencies

- Assist in the preparation, execution and follow-up of Service Quality Meetings (SQMs) with each contractor

- Draft and issue change, variation orders and contractual amendments as required Tools

- Use systematically the tools and systems available (E-sourcing, ERP, AGORA etc.) for the C&P process.

- Ensure use of current ERP "MBC" (link with Finance department, Technical Entities...);

- Participate or ensure Vendor Master Creation and Purchase Orders in ERP "MBC";

- Pre-Qualification of main suppliers in relation with TGP.

- Ensure all tools are properly managed and administered.

- Participate in C&P trainings for end users.

TECHNICAL REQUIREMENTS

- Expertise in Contracts & Procurement, Business, Accounting or other field with suitable experience in contracts administration.

- Previous expertise in procurement process including market competitive analysis, international tenders, standards, regulations and procedures

- The service provider shall have expertise for Procurement software: Ariba, ERP (MBC), Microsoft Office (Excel & Power point specifically)

- Ability to work closely with various stakeholders including but not limited to diverse international teams, vendors & subcontractors, affiliates, HQ, etc.

- Organizational skills
