Job Title: HSE Lead – Offshore

Contract Type: Fixed-Term (36 Months)
Location: Qatar
Work Schedule: 12 hours/day, 7 days/week, 28 days/month
Start Date: October 2025
Visa Requirements: Expatriate applicants must have the right to work in Qatar or be eligible for sponsorship.

Job Purpose
Lead the offshore team in implementing and monitoring the Health, Safety, Environment, and Security (HSES) management system during offshore activities. Provide guidance, report on performance, and recommend improvements to ensure safe execution of works.

Reporting Lines

  • Operationally reports to the Offshore Operations Manager

  • Functionally reports to the Head of HSE

  • Direct Reports: Two

Key Responsibilities

  • Implement and monitor the offshore HSES plans and contractors’ HSES management systems.

  • Ensure project-specific risks are identified, assessed, and mitigated through effective risk management programmes.

  • Conduct HSE audits and verification programmes to confirm controls are in place across all work activities.

  • Analyse workforce behaviour through observation programmes and identify opportunities for safety improvements.

  • Verify the effectiveness of HSE training programmes and workforce competency in safe working practices.

  • Coordinate with emergency response teams to ensure effective response plans are in place.

  • Oversee occupational health programmes with a focus on worker wellbeing, including heat stress management.

  • Support and advise on incident investigations to ensure proper reporting, investigation, and implementation of corrective actions.

Minimum Requirements

Qualifications

  • Bachelor’s degree in Science, Safety, Environment, Security, or Engineering; or

  • NEBOSH Diploma (National or International), HSE NVQ Level 5, or British Safety Council Level 6 Diploma in Occupational Safety and Health.

Experience & Knowledge

  • Minimum 8 years in HSE roles within the Oil & Gas industry, including at least 1 year supervising or overseeing contractor/service/vendor personnel during offshore activities.

  • Experience working with contractors or service companies in Oil & Gas environments.

  • Solid knowledge of HSE management systems and programmes.

Technical Skills

  • Proficient in Microsoft Office tools.
