JOB TITLE:   Competent Person for Lifting Operations (CPLO )

Client: International Energy Operator

Project: Offshore Oil and Gas

Contract type: Fixed term(2 years, with possibility for extension)

 SCOPE OF WORK

 

      Drives HSE performance in accordance with CLIENT objectives, demonstrates HSE leadership and develops a safety culture with the team and service providers

Act as TEPDK CPLO in compliance with the provisions of CR GR HSE 420 and CR OT OPP 820

Define those lifting regulations applicable in the Affiliate based on local and EU regulations.

Provides support and assurance to the operational entities for Lifting and related operations in compliance with regulation, Group Métier and HSE rules to ensure safe and cost efficient operations

Facilitate OT/TL/OPS/LSO/LFT periodic visits / Audits and internal technical audits to verify operations are being performed in accordance with applicable regulations, operations/ maintenance manuals, lifting requirements and contract language

Follow-up outstanding audit findings to ensure actions and compliance and advice OT/TL/OPS/LSO/LFT as necessary

Ensure full proactive engagement in the planning, selection, assurance, operation and cost control of all Lifting operations

Support Contract owners for all Lifting-related contracts to ensure that all contracts are of the highest possible safety, quality and operational performance standards and that the rates are lowest possible

Develops and drives a performance culture through quality control and performance (KPI) system, develops efficiency improvements and maintains relevant procedures accordingly

Prepares and evaluates, in close cooperation with FBS/C&P invitations to tender for lifting services and acts as Technical Duet through the contract execution

Manages all operational aspects of the Contract. He/she is responsible for the overall management of the Contract, including but not limited to Communication, HSE Performance, Contract Performance, Quality Assurance and issues Call-Off orders for the services required

Organizes, on request of the Contract Owner, minimum one (1) Service Quality Meeting per year. The Technical Duet may organize additional meetings at a higher frequency in particular at the start of a Contract or when the performance is considered sub-standard

      Approves critical lifting plans and supervises complex lifting operations

Provides lifting and handling expertise and advice to TEPDK disciplines, both offshore and onshore

Issues lifting procedures for the subsidiary and ensures that they are well understood and applied.

Proposes individuals to SLS nominations to the RSES.

Assesses competencies of personnel to carry out lifting and handling operations

Responsible for maintenance and development of methodology, rules and instructions for lifting and handling operations

Coordinates liaisons with other affiliate entities and departments as well as with LSO HQ

Ensuring structural integrity of lifting equipment and liaising with third party verifiers

Draft, review and verify Scopes of Work and approve standard operating procedures

Verification of engineering studies and calculations.

Promotes CLIENT safe lifting standards as well as international ones.

Ensures feedback to OT/TL/OPS/LSO Lifting Operation Engineer.

Undertakes periodic reviews/audits as required particularly focusing upon the higher risk activities.

Ensures affiliate sites are properly organized regarding lifting equipment management.

Support affiliate inspection and maintenance departments on the choice of inspection and maintenance third party

Interfaces: HSE, Asset teams, Projects, Group Contacts including OT/TL/OPS/LSO/LFT, 3rd parties, Authorities and Regulatory Bodies

Management of a team of lifting specialists (2 SLS Onshore & 22 Offshore)

Managing lifting & handling activities and responsible for 70 offshore crane + 33 rigging lofts + 27000 items of campaign rigging equipment

Responsible for lifting & handling activities and regarded as technical authority for lifting onshore, offshore & subsea

BACKGROUND/QUALIFICATION/EXPERIENCE

 

      Professional qualifications: relevant engineering degree or Industry related qualifications such as LEEA / EAL / OPITO / CPA etc., 10-15 years successful industry experience in Lifting, Rigging and Handling at Supervisor/Management Level, sound understanding of International lifting, rigging and handling standards and best practices (BS EN, API, LOLER, NORSOK, ASME, FME, DIN etc.), operational/site conditions and requirements

Qualified lifting equipment engineer (LEEA)

Technical knowledge of lifting, rigging and handling equipment's found on sites and installations (Lifting appliances and lifting accessories: pedestal cranes, crawler cranes, gantry cranes, forklifts, slings, etc.)

Significant amount of Project Management experience

Strong leadership skills and qualities

Heavy lift supervision experience

      Thorough understanding of construction, decommissioning, subsea, oil, gas and drilling lifting activities

In-depth knowledge of international rigging and lifting standards and fully conversant with technical aspects of wire ropes and chains

Technical trainer and assessor qualified through (CITB / ECITB / LEEA)

Technical trainer in international rigging (CITB / ECITB) - Basic, intermediate & advanced

Technical trainer for offshore & onshore cranes (CITB)

Personal qualifications: Good listening skills, communication skills and decision-making ability, along with negotiating skills. Displaying Conquest 2020 behaviors

Quality conscious, service-minded and result driven approach and attitude. Ability to influence and able to work independently and cross functionally with many cultures. Significant change management experience, and the ability to deal with multiple tasks simultaneously in a high volume of constantly changing activities

Fluency in English (written and spoken)
